Elite for a Mesmer
For PVE what elite should i start off with my mesmer im only level 12 but i wanna stick with 1 elite till i get through factions.

Power block doesn't affect binding rituals...
It depends on what your wanting to do.
If you wanna support your party (which usually won't land you many positions in PvE) I would suggest going domination and going general purpose interuption.
Psychic Distraction is great for this, however it is only obtainable through factions unless u use an elite tomb.
With its recent buff Cry of Frustration is awesome now too.
Power Spike offers high dmg, low energy cost, and a relatively low recharge so it always finds it's way on my bar when I run mesmer.
Leech Signet is good for general interrupt and if you catch a spell with it you gain energy back.
Mistrust, while not technically an interrupt it certainly catches anything your opponent decides to cast while it is on them, and does a decent amount of AoE dmg.
My suggestion and 2 cents.

I am guessing because of wanting to go though Factions first- the elite needs to be obtainable in Factions? (Or will you jump around, do other chapters, cap elites there OR just use an elite tome?)
If that is the case - I'd stick with either Shatter Storm/Expel Hexes (although Expel is nicer there aren't many hexes being thrown around - so removing Enchantments is something that you should be able to do more often) until you get Assassin's Promise.

Im using a elite tome and i got all skills unlocked (PvP FTW).
I was thinking mantra of recovery with ether nightmare and cry of pain and maybe empathy plus backfire.

Ahh so you need a mesmer elite - rather then an elite that is godly for a mesmer (which is why Assassin's came up so often. It's just the perfect PvE elite!)
MoR can be capped pretty easily in C1 - being the first elite that is available for mesmers. So personally I'd just jump on the ship - grab the heroes - fight my way from Bergen to Sanctum and go cap MoR instead of using the tome.
Signet Of Illusions might be an option. Since this enables you to go Clumsiness/Wandering Eye - mixed with some sweet dom.
The biggest problem of course is that CoP outshines ALL mesmer elites. So you might as well just try to use and abuse CoP the most. Echoing it or reducing it's recharge. Which is why MoR is an option - but since you will be doing Factions first - you'll be able to cap AP very soon and after that - everything else just become obsolete. This enables you to spam all the goody armour ignoring skills (Shatter Ench, E-Burn, CoP), to spam Auspicious Incantation which will provide you with next to infinite energy and just brings the mesmer very close to what a PvE char should be like - a Flare spammer that actually does damage.

The Signet is prebably the best choice, alllows some interesting plays, especially with pve skills and leaves more option open than most other elite(ex : power block forces you to go interupt). As well as being only capable in very late nightfall, unless you intended on rushing NF before starting anything.

Looks like you are going to hear a lot about what probably are the 2 most versatile elites in the game : the All-mighty Signet ring and Echo.
Echo could be another nice choice.
Would have the advantage of cutting ANY tie to any attributes.

According to the original lore (not sure if it is still true now, or if it was still true when the final game came out), the skills you used are held in rings. Hence why you can only have 8 skills (10 fingers, but no ring on thumb).
The most obvious remnants of this are in the cap sig and the "carving-like" style of the signet icon. I was referign to Signet of Illusion.
(Yes I know, obscure reference to lore FTW!)

I think that Signets were rings in actual reality -- I recall reading something that explained that it was something to do with...I can't remember ><
Either way, Signet of Illisions is alright, but I don't like using it.

yeah... rings were behind the original lore as to why guild wars has a skill bar consisting of eight slots.
for your elite slot i would suggest one of these: esurge, power block, psychic instability, or SoI.
the first three being extremely powerful skills, and the fourth being the innovative skill of pve
